V.Ye. Seliverstov, Deputy Director of the IEIE SB RAS, Doctor of Economics, received the highest award of Novosibirsk Oblast, Honorary Diploma of Novosibirsk Oblast for organizing and holding the Third International Forum of Technological Development “Tehnoprom-2015” and the visiting session of the Federation’s Council of the Federal Assembly of the Russian Federation Committee.
Also, Governor of Novosibirsk Oblast issued a commendation to V.V. Kuleshov, Director of the IEIE SB RAS, for the active participation in organizing and holding “Tehnoprom-2015” and the accompanying events.
At the awarding ceremony, Governor of Novosibirsk Oblast V.F. Gorodetsky summed up the results of the Forum, and the participants conversed on the subject of the next one: it will be dedicated to the Arctic. The main discussion topic will be: “What can Russian regions do for the Northern territories?” Currently, all countries that possess lands located close to the Arctic Circle and beyond are beginning to explore them. According to the participants, if Russia does not follow this path, it will not be able to maintain the status of a leading world power.
“Summarizing the Tehnoprom, we must congratulate ourselves on the job well done,” said Academician A.L. Aseev, Chairman of the SB RAS, during the discussion. “The Forum is gaining momentum, it is becoming more extensive and informative. Even the fact that it’s organizing committee meets in the government building sets the bar rather high. A crucial moment of the past event may be the discussion of the Program for Reindustrialization of Novosibirsk Oblast.”
Chairman of the SB RAS noted that an important part of “Tehnoprom” refers to preparing for the next event immediately after the previous one ends. “Work on the Arctic makes it possible for our industry, education, and whole Novosibirsk Oblast to stand out. We must reach a new level of organization. Thus, the SB RAS institutes are steadily building up their capabilities to conduct research at the highest level.”
Academician M.I. Epov, Director of Trofimuk Institute of Petroleum-Gas Geology and Geophysics SB RAS, stated that the Arctic is a very broad topic, so the researchers need to focus on what Novosibirsk Oblast has to offer to this region:
“Firstly, we have a strong construction sector. Now the North is building military and civilian infrastructure, and a winner will be that one who has new construction technologies. Secondly, our agriculture: in the past 20 years, it was virtually destroyed, and now the products are imported from the European part of Russia. However, we do have institutions in the appropriate field that may solve this problem. And, finally, training of personnel. Currently, there is no purpose-oriented training program for Arctic-zone professionals: young workers arrive and get to the heart of the matter when they are already on the job. Novosibirsk has enough universities, and they are able to organize a joint platform to train professionals for the Arctic; the IPGG has a scientific testing ground, a station on Samoilovsky Island, we can negotiate with the Yamalo-Nenets administration and conduct practical studies there. We need individual professionals who understand the problems of this region well, and Novosibirsk Oblast may initiate their training.” At the end of the discussion, V.F. Gorodetsky said that despite all the pros and cons of the event, it is pivotal that the Forum is so compelling: “Not to lose this charm, this zest, but to augment it: that is our best skill. The practical purpose is to show the benefits of science, industry and business.”
