Round table “Energy efficiency and energy saving in heat supply”

On 28 February 2020 from 10-00 to 14-00 часов the conference hall of institute hosted a round table  “Energy efficiency and energy saving in heat supply” initiated by IEIE SB RAS together with All-Russian economic journal ECO and Cross-sector fund of energy saving and development of fuel and power complex of Novosibirsk oblast

Moderators were S.V. Bukharov, independent expert, A.P. Shibanov, executive director of cross-sector fund of energy saving and development of fuel-and-power complex of Novosibirsk oblast. 

A series of round tables held 2019 ("going digital or escaping a disaster", "Heat supply organization: quality and reliability", "Reforming Russian heat- and power industry: results. Current problems and challenges"), discussed what is behind the figures of worn-out systems of centralized heat supply and how prevent their further degradation. Experts and market participants pointed out a number of key issues of its development:

-     many municipal councils reached a no-return point and restoring heating networks becomes a question of prevention of social and technological disasters;

-     despite the need for local government bodies to bear full responsibility for reliable heat supply many of those are passive;

-     over the past years much has changes including economic conditions, technological structure of heat market. However, new methods of business based on latest approaches and technologies are possible only after the existing situation is stabilized.

The latest round table “Energy efficiency and energy saving in heat supply” continued discussing industry problems and considering measures available to consumers for reducing payments of used resources as well as potential of raising energy efficiency of suppliers.

A government report “On the status of energy saving and raising energy efficiency in the Russian federation” published by Ministry of economic development in late 2019 points out that  investment in measures aimed at energy saving and raising energy efficiency in Novosibirsk oblast in 2018 totaled 0,1% of GRP. This figure is 41-st in Russia and falls into underperforming group.  

Discussions centered around the problem of raising the efficiency of the system as a whole with a goal of planning further development of heat supply in Novosibirsk.
